It's sort of funny, because as far as I remember not a single ghost-type pokémon is a de facto ghost of a Pokémon. With a single exception, yamask, none of them are ever explicitly said to have "been alive".
Not even the ghost of Cubone's mother gains the ghost type, which brings me to believe that the ghost type in of itself has nothing to do with deceased pokémon, with that connection being a construct by fans due to the name of the type and their association with graveyards. And even then, remember the channelers in RBY? They said nothing about ghosts of pokémon (feel free to correct me if I'm wrong), but instead they ward off "evil spirits". If anything, ghost type pokémon are regarded as demons in eastern mythologies.
If my Arcanine became an ghost type, I would assume it to happen through spiritual possession, not through ghostly reincarnation. And were it to become a ghost, that'd be completely different.
