Male penguins taking care of bubby penguins is an evolutionary behavioural trait, developed through necessity (ie mummy penguin is really tired and hungry after carrying the egg so she needs food). The pouch on a marsupial is just there *because* it's a marsupial. And that's only on females.

Kangaskhan (SP) is a marsupial Pokemon, and in real life, no male marsupial has a pouch. Thus, it would be illogical to make Kangaskhan a male Pokemon.
Now, they could have made a sprite difference, but that didn't occur until DPPt, and it would be strange to be "IT'S RANDOMLY MALE NAO! :D"
Actually, the mother has to walk roughly another 70 kilometres to get to a food source, while the father stays behind with the egg keeping it in its pouch protecting it from the storm. Then once the mother returns (if she returns at all) then the father goes and finds food and the mother regurgitates the remaining food for the baby penguin. Therefore the female can't look after the baby penguin all the time.
