Humans can easily be that heartless. Adolf Hitler, Joseph Stalin, Mao Zedong, Saddam Hussein, Slobodan Milošević, Kim Il-sung, Pol Pot, Suharto, Idi Amin, François Duvalier, Augusto Pinochet, and Nicolae Ceauşescu are but a few examples from recent history.

I studied China this year. He was not heartless, he just cared more about increasing the "Revolutionary fervour" in children, and promoting the "red" idea instead of the "expert" idea. This caused people to die in the 3 Bitter Years, The Great Prolitariat Cultural Revolution, and the Great Leap Forward/100 Flowers Movement. I'm led to believe that due to that, he cared more about the cause than the health of the people, thus not intentionally being heartless/a killer.

Too bad I haven't been able to find any good Sheena renders; I would have made a theme of her a long time ago if I had.

I do hope that people will get something to prevent getting Terms of Service and Tales of Symphonia mixed up.
It gets really annoying.
