Swift ~ Water Pulse ~ Iron Tail ~ Thunderbolt ~ Shadow Ball ~ Shock Wave ~ Secret Power* ~ Steel Wing*

That's hard to pick one.

Normal-type techniques:
Lugia could learn that one for hasn't effective foe PKMN's weakest.

Swift: Never miss, alway hit. Basic attack at 60.

Secret Power: Basic attack at 70 and 100% accuracy.

Steel-type techniques:
Those techniques can break rock-type into a piece before Lugia got serious injures from throwing rocks.

Iron Tail: Basic attack at 100 and 75% accuracy.

Steel Wing: Basic attack at 70 an 90% accuracy.

Mmm, I recommended Secret Power. That has much basic attack than Swift, both of them are close same on accuracy.

Steel Wing is ok and better than Iron Tail because Iron Tail can be miss as easy if foe PKMN is faster than Iron Tail's accuracy.

Normal-type techniques have two weakest.
Steel-type techniques have four weakest.

Steel-type techniques have too many weakest.

Uh... Such a difficult topic to answer... Hmm...

I do think, no, since it spends all it's life under the sea, it has no time to see some cute and cute and very cute POKéMON's on the ground. It also is seriously-looking kinda POKéMON in both physical and mental, and so I think, no, I do think it doesn't like cute POKéMON's... -_-

Which Pokemon do you think is the hardest opponent for Lugia?
I think is Mewtwo. Because it will be a great challenge for Lugia to fight against its same type.
