Restrictions: No pokemon like Metapod, Caterpie, That God D**n Beedril But Stantler is okay! Please give me a Stantler, Please give me a Stantler, Please give me a Stantler
 
Lapras- It may only know one water OR ice type move that attacks
Mankey- that must keep all it's moves that you capture it with.
Bulbasaur- Needs all grass/ poison moves to evolve in Ivysaur. May not evolve into a Venusaur at all
Nidorino-. It must know counter, and it can only evolve after beating at least 4 Gym Leader's Pokemon with Counter
Hitmonchan- It may only know the elemental punches and one status move
Pidgeot- No restrictions

Magmar: no Fire moves for him, and he must have Strength.
Golem: you can evolve him after the Victory Road, he can't learn Fissure and he must have Explosion.
Blastoise: you can evolve him after defeating Gary in Silph. Co, he must have Blizzard, Skull Bash and two non-damaging moves.
Jolteon: no Electric moves except Thunder Wave, and he also must have Dig.

Beedrill: Must have Twineedle and a status move and must evolve from Kakuna after battling a Bellsprout.
Corsola: May only have attacking moves.
Sunflora: Must have Sunny Day, Snore and Solarbeam.
Skarmory: May only have damaging moves with 55 base power or less.
Wobbuffet: Must be caught in a Friend Ball.


Also for mine Jolteon can't learn Dig in this gen. I'll just use it as a non electric move.

Chikorita. Must stay as a Bayleef until Rival battle in Victory Road, and he must know Body Slam, a status move and an HM move.

Gastly. You can evolve him to Gengar if he sweeps through Vermilion Gym, and no Ghost-type moves for him.

Gligar. No restrictions, go for it.

Stantler! Must be caught after the 5th Badge, and no Normal-type moves for him, and no Confuse ray for him.

Take a Vaporeon. May not know any Water/Ice type moves.
Take a Porygon 2. No evolving. No Special Attack moves

-No useless moves (e.g., Splash)
-Nothing that involves trading, as I can't trade

And PlatinumPiano, take a Zangoose. You must teach it Hidden Power once you get the TM.

Jayster23, take a Golduck. It must keep Disable.
