Take a Dragonite. No evolving into Dragonair until you have 6 badges and Dragonite until you have 12 badges. No Normal/Flying type moves.
 
Zangoose, nice I've never played with one before. Bummed about the Blaziken, but oh well haha.

-Zangoose (Must know Hidden Power once TM is acquired.)
-Blaziken (Focus Energy, Double Kick, and one fire type move.)

@Imperator- You get Pineco->Forretress. Must keep Bide, and Pineco cannot evolve until level 40.
 
Thanks to everyone who has given me Pokemon so far. This is going to be interesting. I've never used Pineco/Forretress, and I normally don't get around to training Dratini until after I've beaten the game and have a team, so this should be fun.

The team:

-Dragonite. Can't evolve Dratini into Dragonair until I have 6 badges, and can't evolve into Dragonite until I have 12 badges. No normal or flying moves

-Forretress. Must know Bide and can't evolve from Pineco until level 40.

Two more Pokemon required!
 
I did the main starting stuff. I started with Squirtle and beat Brock. Squirtle evolved. I caught a Geodude in Mt. Moon. I then beat Misty and went on the SS. Anne. Geodude evolved and I beat Lt. Surge. I then beat Erika and got an Eevee which I evolved into Jolteon. I then went to Fuchsia City and beat Koga. I then caught a Magmar and went to Saffron City. I then beat my rival and got to evolve my Wartortle. I then beat Giovanni. I am currently in Saffron City.

I beat Sabrina and went to Cinnabar Island and beat Blaine. I then went and beat Giovanni. I then beat my rival. I went to and through Victory Road. I then challenged the Pokemon League.
Lorelei: Graveler and Jolteon only.
Bruno: Blastiose and Magmar.
Agatha: Magmar only.
Lance: Graveler and Blastiose.
Rival: All of the Pokemon.
I won and finished the challenge.

Sandslash - must know Sanstorm and Slash. No rock type moves
 
@Jayster Take Pikachu. Can only evolve into Raichu once you have all 8 badges. Must have Thunder Wave.
 
Any more suggestions for my team? So far I have:

^^ Take a Poliwrath. No water type moves except the HMs. Must know Whirlpool
 
Ok, I've got my team, later I'll start!

Nosepass: it can evolve if he defeates all Veilstone Gym by himself, or after Snowpoint Gym.
Clefable: No restrictions.
Vaporeon: May not know any Water/Ice type moves.
Porygon 2: No evolving into Porygon Z, no Special Attack moves.

EDIT: Got three badges, and cheated for Clefairy at the beginning, now on the way to Veilstone.

You can give more than one pkmn per person.
Take a Tropius. No flying type moves other than Fly

One more to round the team out! Perhaps a water if you're feeling ever so generous?

Great, I have my four-Pokemon team and am ready to start. Thanks to everyone who contributed!

@Jayster, take an Arcanine. You must evolve your Growlithe immediately upon catching it, and you must teach it Dragon Rage from TM 23.
