Was finally able to finish this challenge. This was pretty fun to do,especially considering every pokemon got some type of change in the hack.Would have updated sooner,but things came up.

No, evolutionary items have to be found in game if you play Expert.

CORRECTION: The DS emu I'm using does not have cheats, so I'm afraid I'll have to switch to FireRed. Same rules apply, however I'd like someone to switch Lucario, Staraptor and Porygon Z for something else. Thanks.
 
You can have ampharos, Weavile and Aerodactyl then. I'm also changing Sneasel to its evolved form of Weavile, simply because I didn't realise weavile was in Johto :P
I'm also adding the rule that I can't hack in any pokemon, as I don't have the ability to, and, if a gym is proving to be a struggle, then I may catch one Pokemon to help me out, as soon as I beat the gym, I must box/release that pokemon though.
