It's been a while since I played competitive but it's actually viable thanks to Fishious Rend.

Fishious Rend hits absurdly hard, thanks to it's Strong Jaw Ability. It can even learn a lot of physical moves for coverage like Earthquake, Crunch, Outrage, Ice Fang, Leech Life, Low Kick, etc.

Aside from Dracovish and Arctovish, other Pokemon that'd be fun with Fishious Rend include Sharpedo, Relicanth, and Barraskewda.

Smogon does have a metagame known as STABmons so any Pokémon can learn any move that shares their type, although Fishious Rend is banned.
