It's based on fugu, a venomous pufferfish that is eaten as a delicacy in Japan (after being carefully prepared, of course.)
Thinking that people in the Pokémon world might eat this thing disturbs me just as much as knowing that people in the real world eat its real-life equivalent. 😖
