That is for sure, but think of it this way. Just 14 more levels. Compared to Dragonair that needs 25 more, Shelgon with 20 more, or Gabite with 24 more, I'd say that is more worth it.
What's better than 2 heads? 3. Only how can you interact with stuff if you have heads for hands? This design reminds me a lot of this old Yu-Gi-Oh! card, legendary fiend.
It took me like 30 minutes to find it too. I knew this had existed before.
It amazes me that this is the first non legendary dragon mon that prioritizes special attack than physical. Always thought there would be more dragon mons with higher special attack.
