No, Rene, I think that Wartortle is using Surf just as usual, but the creator of the comic wants to make fun of the craziness of a tiny turtle pokémon carrying a much larger human over water :D
Thus, the human using Surf on Wartortle gets completely drenched, just as it probably would be in "real" life in this situation.

It looks like two attacks at the same time :s

Perhaps a Razor Leaf and a Solarbeam? Or... maybe Turtwig collects sunrays with the leaves on his head and simoultaneously prepares to fire the Solarebeam. Yeah, that's my guess.

Energy Ball? What kind of attack is that? Can Bulbasaur or Chikorita learn it? Treecko?

It's Grass type attack which has a base power of 80, accuracy 100 and is a special attack.

Only Treecko learns it by levelling up, the rest can learn it too, just by TM.
