I think this should meet your requirements. I believe you should be able to get a Dustox before the first gym and I think all the HM are covered. Although it looks like some of them might be a bit tricky to get. However I did't play any of generation IV so tell me if any of them are not obtainable.

Gym #1 - Trainer's Best Friend

My journey in Unova begins. I chose Oshawott as my starter and used it beat my rival and travel to Floccesy Ranch where I caught the first real member of my team. The Lillipup that I nicknamed Loyal. With him I was able to find his missing relative and returned to Aspertia where I boxed Oshawott and proceeded to beat the the gym leader Cheren.

Gym #2 & #3 - The One and Only Friend

My journey continued onto Virbank city there I visited the Virbank Complex and beat the second Gym leader as well as had my first encounter with Team Plasma. With still one pokemon I spent some time in Pokestar Studios before heading to Castelia City. However in all the excitement my Lillipup evolved into a Herdier.

There is was more exploring and battling with just my Herdier lead me to exploring the sewers for another shot encounter with Team Plasma again. Then onward to the third gym. My first attempt was a failure with an ill timed crit taking down Loyal the Herdier. In my rematch I took advantage of Work Up and used it three times (and some potions) before sweeping all of Burgh's pokemon. And with that my second gym badge was in hand. All I can do is hope I get access to another pokemon before the next gym.

Updating: Oh my, Elite Four can't get enough of beating me up.
I got Relicanth so late in the game that I'm not even willing to level him up but I guess I'll have to overlevel so Dodrio, Claydon and Flygon can proceed in sweeping E4. Golduck is my "grass-type emergency" handler. Kecleon became the pokemon that everybody looks "why in hell do you have Thunder?" and I can't even figure it up.

Yes, I finally did it! :D
Flygon and Dodrio were amazing and I didn't feel like leveling Relicanth at all. Wallace managed to get 4x Dragon Dance on Gyarados and it almost utterly destroyed me. Reli managed to get a Yawn on him, Dodrio got an X-Attack and I hoped that I could deliver the final blow before he Hyper Beam'd me.
I want to take the challenge again, but on Expert Emerald this time.
