Well, Scary Face in the anime has quite a different effect. It stops the opponent from attacking like Flinching. So anime-wise, it would be a perfect start.

Um... we may have had this. Moveset part I can recall having.

But natures for Luxray has to be Jolly or Adamant. Nothing else will really do too well.

And moveset is simple too:

Spark
Ice Fang
Thunder Wave
Fire Fang / Crunch
