That would just be weird for Vulpix. Once it evolves, its curse power is weakened!!
It would be weird, yes. But it certainly would be funny. XD

Btw. also have a nice little document up about what curses Vulpix and Ninetales could have. I've divided them by possible tail they originate from and the age of the pokemon in question. It isn't a factual piece of *what* curses Ninetales should have, more of some fun stuff I decide to invent combined with a way to make then feel like curses. Remember two things.
1/ I have put in requirements and some other teachinal stuff just in case someone for some reason wants to use it in a roleplay of something. I have included in the ability for vulpix to use them, but this can all be cut out if needed. Consider the "level" of the curse to be the following Level 1 = Vulpix or new Ninetales, Level 2 = Most other ninetales, Level 3 = Elder Ninetales, those at least 500 years old. The duration on all Vulpix curse has been stated in the document as 1000 hours which is 41 3/4 days, so nearly 1 1/2 months.
2/ This piece is biast as its made by a person who writes pokemon transformation fics, i tried very hard to make them as original as possible, but at least 4 of them are tainted by me somehow...I will be only showing the first three here so far.

Restrictions On Cursing: Only vulpix that have 6 fully formed and coloured tails (all vulpix start with one white tail at birth for those who know their pokemon knowledge) (ie. Have matured) may lay curses (lvl 25+). Ninetales must be lvl. 25 or higher to perform Level 2 curses, otherwise they can only perform the level 1 version. At lvl 75 Ninetales can perform Level 3 curses(this is if you are not planning to base off age, but level). There may be other restrictions to applying a curse.
All of these curses are described as thought a human is the victim.
Curse of Weakness
(Inflicted by standing on the 1st tail of any Fox Pokemon)
Curse of Weakness is a simple but effective curse, which is generally employed against those physically strong or tough. The victims muscles begin to soften and even in some cases rot internally causing pain, loss of body strength and sometimes soreness equivalent to having a massive workout. The heart muscle and lungs are weakened as well causing fatigue and shallow breathing.
Level 1: The curse weakens the muscles in the body by a moderate amount and weakens the heart and lungs a little
Level 2: The curse weakens the muscles in the body greatly and weakens the heart and lungs significantly. When used on a rather weak person this can be life threatening.
Level 3: The curse weakens the muscles, the heart and the lungs severely but not enough to make it life threatening. The victim also experiences severe pain when exerting his/her self and aching when inactive.
Curse of Tongues
(Inflicted by standing on the 2nd tail of any Fox Pokemon)
Curse of Tongues is an unusual curse that can be very annoying if done effectively…but also almost beneficial if inflicted by one who is young and inexperienced. Usually causes the victim to only be able to understand and speak a different language, usually Pokemon speech but unable to understand their native tongue. This also applies to gestures such as tail-wagging, hand shaking and body language.
Level 1: Restrictions for vulpix: lvl 30. The curse grants the power to understand Pokemon. No disadvantages.
Level 2: The curse grants the power to understand Pokemon, and to communicate in "Poke-speech", but they are unable to communicate via human language.
Level 3: The curse grants not only understanding and communication abilities, but they gain Pokemon mannerisms and an irrational fear of other humans. They are unable to communicate via human language and can no longer understand human gestures.
Curse of Change
(Inflicted by standing on the 3rd tail of any Fox Pokemon)
Curse of Change is a rare and somewhat feared curse that can be devastating to a being mentally or ego wise. As it implies this curse changes the victim's body. A young one can only change a victim into their own species type, but with time a ninetales can curse their victim in varied ways with this.
Level 1: Restrictions for vulpix: Lvl. 40, Special Attack 70+. This curse turns a victim into a vulpix. Successful resisting of the curse hybridizes them instead, A double successful resistance negates the curse. If the victim evolves, the curse becomes permanent
Level 2: This curse can do two things, either turn the victim into a vulpix, which is irresistible or turn the victim into any basic pokemon with the ability to save once which causes hybridization instead. If the victim evolves this curse becomes permanent and unable to be lifted.
Level 3: This curse turns the victim into any pokemon except legendaries (Arcanine, Latias and Latios do not count as legendaries), Ninetales, Dragonite and Salamence. If the victim evolves or if evolved makes contact with an Everstone for too long, the curse becomes permanent and cannot be lifted.
