It won't get changed because you haven't been here over 3 months. You don't count the month you joined as a full month of being a PC member.

We don't delete accounts, if you don't want this one anymore then just leave it and go back to your old one.

Because you're a new member, you need to wait at least three months since the day you registered before you may have a name change. So, you can change your name on August 28th, 2006. X3~

Oh, and you can change it again on 6th of Jan (make sure you change it back to "Scotty", Scotty XD).
