Nope! I'm running Windows 10. Thank you, though!
Hrm. I've experienced that 'script is hanging' issue a few times myself, but it was because I clicked off the window as soon as I executed the game. In other words, the game was no longer the active window/process. I wonder if this has something to do with process priority. In other pokemon fan games, you can see similar behavior if you try to load the game and immediately switch to another window, though I've never seen any actually crash because of it (except for Radiant).
Hopefully we can figure out a way to get it to work for you. Please let us know if you find a way to get it to run -- I will make sure this issue gets to the wiki.
EDIT:
I looked into this some more and it turns out it's definitely an issue with RPG Maker (particularly for the 'XP' version).
It's possible that there are other processes running that may interfere with loading the game. There is a timer internal to RPG Maker that crashes the game if certain scripts (drawing graphics, in particular) take longer than 10s.
Therefore, the recommendation is to make sure that you've got plenty of resources (RAM & CPU) while Pokemon Radiant is running and that it is the window that has focus, particularly when starting it up.
As a side note, I could totally see bloatware/malware interfering with RPG Maker startup by stealing priority of the process. Anyway, these are just possibilities. Again, please let us know.
