Ah, a chance to test out a special case of my score sheet (for user-submitted content sites). *rubs hands together*
Layout
Your layout fits all the basics. It's clear, easy to read, easy to navigate, etc. etc. I wouldn't expect anything less from our very own Site Admin. ;D I love the colourfulness of it - it's very difficult to merge such a large range of colours effectively, but you did it. And it makes the layout very distinctive. (Also, I love the way the link sharing sites pop up like that) The only thing I'm a bit iffy about is the blue next to the orange, it just doesn't seem to mesh as well. :x
Also, it would be nice if there was consistency in style between the main site and the login/register pages. You've gone from this distinctive layout to a rather generic login page (admittedly well-designed, though). It just doesn't feel as right. D:

Atmosphere
The layout of your website builds up your atmosphere nicely, as a bubbly, fun place to be. So does the title of the site (although I can't help but think the logo looks slightly too formal). Certainly, the initial pictures very clearly create a humorous atmosphere to your site, implicitly informing users very clearly that they can expect to laugh when they browse through this site. The only thing that stops the atmosphere from being truly, truly distinctive is its lack of quantity, which really can't be helped for a startup site that requires user-submitted content. (In the same way five minutes of a horror movie can't build a deep, dark atmosphere the same way that an hour or two can.) But, for the current stage you're at in the website process, you're doing very well on this front. :D

Uniqueness
OK, this concept has been done before. It's not entirely original, so you do lose points for that. But it's not all about total originality of content. Your layout is original enough to make it feel unique, but it feels like the layout is carrying this entire site (in terms of atmosphere and uniqueness, this is true).
One way I would suggest upping the uniqueness of content is to get someone who is good at photoshop, and have them make their own pictures for this site. That way, other sites will be copying you, and TISI will be the site with the reputation for having good images. So, you've got a site that's set up potential for uniqueness in content, but it doesn't carry it out as effectively as it could do.
Luckily, uniqueness is not as important for this site as it is for many other sites that come here (the internet is so vast that, chances are, even if the image is a duplicate, the people who see it will find something on the page that evokes laughter, which is what your site is about.)

Content Potential
You have enormous content potential. Although it hasn't picked up yet, you've set up a user framework that accepts registrations and have ample resources to choose from. Hopefully, at some point, you'll take up your own in-house picture developer, which gives you even more possibility. This site has enormous potential and you've put the framework in for it. The reason I don't give you the full 5/5 is because I like to reserve those for things that really, really stick out (think hand-coded blogs or forums).

This is somewhat out of your control, but it is still a major player in your site's quality. While I like the quality of the current pictures, the quantity lets you down. This is simply a result of your site being in its start-up stages, of course, so don't read too much into it. ;D Just promote your site and, well, I'm sure I don't need to talk to you about getting people to come to your site. XD
