I would probably go with Mega Banette as well and make it into a regular evolution. It certainly looks like one imo.

I think Sableye is the perfect candidate to have an actual evolution, instead of a mega evolution. When I look at Sableye, I just see a weak and incomplete Pokémon. It's not appealing to me, not only because of its stats, but also because of its design. It needs an evolution, something to make it powerful and more appealing.
