Depends upon the developer. Some here will argue for Game Maker, some for RMXP, while others for RM2k/3. You get a preference depending on which program you become most familiar with. For me, that is RMXP, though I do have familiarity with most of the other programs.
On a side note, could someone fill me in on this.
Does a user have to buy a licence to use RMXP if they are not selling their games?
Like I'm assuming since your buying a licence, is it a licence to use the software in general or to publish work made with the program. Most programs that have licences which have to be paid are because you are using that work to publish something (like a website, movie or whatever), but since no one sells a pokemon fan game is it acceptable to pirate the software? Because if you are not selling your projects or making money off them in some way, there is no need to agree to the licence.

So I see no problem with someone on the forum saying they cracked RMXP. No one here is using it to make money so why waste $60 on it.
As with pretty much any software that requires a licence, the licence is for if you intend to make money in some way with the product (like 3D Max, photoshop or something).

The license basically gives you ownership of the program after the 30 day free trial ends. If you want to use it legally, whether for commercial use or just personal interests, you have to pay for it.
