Attack stat wise that would be Breloom.
All around stat wise that would be Arceus holding a Meadow Plate.
But I doubt that's the answer you're looking for. XDD

 
Celebi, Breloom and Roserade are the top notch grass types non uber wise. Celebi, basically bulky as heck + amazing movepool. Breloom because its damn annoying Sub + Spore + Poison Heal + Toxic Orb make it a pain and Focus Punch from this thing stings like a mofo. Lastly Roserade because its a very good niche pokemon that can do anything, want support ? Run a set with Spikes/T-Spikes, Sleep Powder, Rest (Rest + Natual Cure= win lol), Leech Seed etc. Want a sweeper ? Heck it can do that too, extremely powerful Leaf Storm, Growth Life Orb, Specs etc.

I'd say Arceus with a meadow plate, but it seems that I've been beaten to it.

As for the starters, Sceptile is definitely the best. It is really fast, and has a respectable 105 special attack.
A diverse movepool can help it a lot, and with rock slide(for the more offensive sceptile), it can make some people think twice about switching out to a fire, ice, or flying type.
Torterra is pretty awesome, since it learns synthesis and gets STAB Earthquake and Wood hammer, but the speed lets it down.
Venusaur is the best starter for the first generation, and it can be special, physical, or status oriented.

As for the others, breloom definitely takes the cake. Spore+STAB Focus punch can annihilate teams. If it can go faster than the opponent, that is.
I'd even say Exeggutor is a choice if you can get it in on a pokemon that doesn't completely destroy it.

I'd mention others, but they are explained and I'm too lazy to talk about any more.
 
It seems most people are letting torterra down based on its speed. However, y'alls gotta remember that this thing can use rock polish, giving it a +2 boost in speed >.>

Despite the fact that I think torterra is viable, I'd still have to say that breloom would be your best choice if it gots poison heal and a toxic orb as the hold item ^^;
...Just remember to keep it as a shroomish untill it learns spore xD
 
I personally prefer Sceptile and Venusaur over all others. Though in general, I'm very biased against grass types so I never run them anyway...

Venusaur is kinda bulky and Sceptile has a great movepool and speed. I like Sceptile in game when I'm rushing through a game because if trained correctly can out-speed and out-class almost everything.
 
celebi is just too hard to obtain, although a grass - phychic combination sounds awsome, i realized breloom's attack and special attack stats are much higher than those any other grass type, so i guess breloom is a 1st choice if i need a sweeper, it can learn many strong fighting type moves by itself like dynamic punch, but the X4 filying type weekness is scary considering brelooms defense and special defense, well i guess thats a risk that can be negligable if breloom is used strategicly :)

Torterra would probably get demolished by an ice type move before it even has chance to sweep. Don't get me wrong though, I do like Torterra.
Shaymin-S, Breloom, and Celebi as mentioned before would be the best ones.
 
Breloom is without a doubt the best. Second best is anything that can self-heal.

well the good thing about venusaur is the ability to learn synthesis to recover, and can learn stab poison and grass type makin it king of its generation, but i guess breloom with poison heal will definitely be a better choice due to its ability to heal from a poisned status :P, and a high attack , but like torterra can be wiped out by an ice move too early, breloom can be wiped out by a flying type attack too early as well, grass types with a X4 weakness are handycapped because of this...

Yeah, but flying type moves have become very uncommon, and it's really easy to identify what pokes have 'em =D Besides, ya got six other pokes to take attacks 'loom can't xD

Just spore somethin' slower, sub, and focus punch away xD
Of course, bulk up loom is neat...
 
If you want to talk competitivley, Shaymin Sky Forme is the Strongest.

It's the only Grass Type in the Uber Tier(It was too powerful for OU play)

This is not counting the obvious Grass-Type Arceus.

These are the FACTS, not an opinion: SHAYMIN SKY FORME IS THE BEST NON-ARCEUS GRASS TYPE.

If I could have my way, Parasect would be the strongest.
 
I'd say the strongest would be Bellossom. Okay, despite her size and stuff, if you raise a Bellossom properly and raise it to be really strong. It's petal dance, solarbeam, leaf storm, and sleep powder would totally kill! Like if Bellossom were trained to level 60s to 100! I always have the upper hand against rock and water types with petal dance, maybe even advantage over ground types too.

Oh and wouldn't Sceptile be really great too? Just because Torterra and Venusaur are so huge and look powerful, why can't Sceptile be on the pwn'age list? D:
 
thats a great compination of moves, but doesnt venusaur have a low speed? if it does, it with be no match for a pokemon of high speed and a type its week to? although sword dance heightens the attack pretty nicely

Why in the world would you keep Vena in against a pokemon its weak to?

"Hey, imma suicide! go go go!"

And to asnwer the original question, the strongest (best) grass type as far as usage goes is either Roserade or Celebi.

I think Celebi is the best, because it gets Calm Mind, Leaf Storm, Energy Ball, Grass Knot, Hidden Power, Psychic, and a bunch of other Special moves as well as Swords Dance, Seed Bomb, Zen Headbutt, Synthesis, and a whole bunch of other moves. As well as having base 100 in every stat.
 
Sure, they might not look like much more then an annoyer or set-up bomb now, but Exeggutor used to be one of the best grass types around. In RBYG days, Exeggutor was notable for not only being sturdy, but also having access to Sleep Powder, STAB Psychic, Stun Spore, and finally Explosion if they get into a situation that they can't make it out of. After that, however, things like Dark types, Blissey (sort of fixed with Wood Hammer, though), the somehow more sturdy despite being half it's size Celebi (only in third gen and beyond, since Celebi was next to impossible to get in the original games), and Heatran (makes up for Blissey no longer being a viable counter), reduced the face palm's effectiveness each generation onward. They're still perfectly usable in every tier they're available in, though, even ubers.

That being said though, Sky Forme Shaymin is the best grass type now, until it gets frozen (assuming it somehow survives the ice attack considering it's Porygon-Z-Darkrai like defenses).
