Is the Wolves' Hideout based on only wolf Pokémon?

No, it is based on any Pokémon that resembles any trait from any animal from the Canidae family.

Foxes are part of the Canidae family, and Vulpix and Ninetales are 100% foxes.

Honestly, Buizel and Floatzel are pure weasels/otters. And really I don't think they look like this:
