Nobody has the time to make a game with hundreds of routes and towns in it. Unless you want to either hire a massive team of people just to recreate maps, or automate so many things that all you're left with is a series of generic near-identical maps with different layouts.

Given the nature of computer data, Pokémon save files are not very big at all. I don't know where this misconception comes from, because this isn't an impossible technical hurdle. Lots of DS games exist with enough memory in the cartridge to hold the equivalent of two separate Pokémon saves...
