I usually just start without planning, then catch whatever I feel like catching. Then, I only grind a wee bit, to at least equal the gym leader's Pokemon. For the E4, however, I grind up to the Champion's levels.

The limit should be 16. It sounds reasonable enough.

I've never owned a Milotic, due to me not having any patience whatsoever. Gyarados has never been a favorite of mine either. Weird, I know. Milotic gets my vote, just because of it's awesomeness.
