Either catch multiple in the Pokemon Village and check them with the IV guy or be lucky and find ditto in the safari zone (guaranteed with two 31 IV).
If you're referring to how I bred Larvitar/Gastly with 31 Atk/Sp.Atk IV, the answer is I caught multiple ones, had them checked with the IV guy and bred ones with relatively superior potential or outstanding potential overall and used power items to pass the 31 IV down.

I too have been in X and Y mode but more so on the digimon side since I just started watching Fusion since I wanted to wait and hop on the Xros wars train when it got dubbed so I could see it from start to finish AND Walking Dead new episode so yeah...

Sorry for the late answer. Was busy with other stuff. Well your problem is simply that you mix 3rd and 4th gen graphics. The overworlds are 4th and the tilesets are 3rd gen. That is why it is overlapping. Try to use a gen4 tileset. Simply google for HGSS or DPP tileset and i am sure you will find some. Hope this helps and if you have questions don't hesitate to ask.
