Most people just post a thread in the Roleplay Corner with enough plot to get the players a good picture of what the roleplay will be like, and a sign up form of some kind to fill in as well as rules if you feel the need to have those. And a rating. And later on, if they feel the need to have a place to discuss things related to the RP, they make an Out Of Character thread in the Roleplay Lounge.

If you don't want to clutter the main thread with sign ups, you can put up the plot in the Roleplay Lounge instead. And then you can post the real roleplaying thread in the main forum when you have enough players. It's up to you. If the plot seems like something that can work, I will manually accept your thread after you have posted it. It won't show up until I've accepted it. Or was it something else you wondered?
