obviously chimchar is the best, what are you talking about?! tortelia is good for physical attack and defence but special atributes aren't so good. and empoleon is only good for it's speed and special attacks.

Why not choose chimchar? Chimchar is the best of the three but if you really don't want to pick the best, then pick piplup. piplup has a good advantage on the firtst gym leader and can level up pretty fast from him, but then there is the next gym which is a grass and piplup/prinplup is not so...
