Also double checked with our master of ice Pokemon Rekoil, any kind of water Pokemon you want to use for the you-know-what will do. They could be starters, they could be Pokemon captured in a special ball, Pokemon with a cool held item, a legendary, an egg move or hidden ability, a mon that has reached level 100, or just a water pokémon you like. Whatever you want to trade will work I'm told, it is after all the thought that counts ^_^

Hi! It's hard to give a one-size-fits-all answer to the question of banner image dimensions, because as the banner creator you have complete control over the height of the banner, whereas the width will adjust with people's screen sizes. Because of that, banners don't usually tend to have a consistent aspect ratio.

The approach most mods take is to just not worry about dimensions, use an image that's high-res enough to stay sharp on big screens (almost all publicly licensed art/graphics will work for this. random stuff from google images might not, but you probably shouldn't use that anyways), and set the CSS properties background-size: cover; background-position: center. This will crop off the edges of the image on smaller screens, but as banner art is usually purely decorative, this doesn't tend to be a problem.

If you don't want to have anything cropped and want to make a banner with a consistent aspect ratio, I can help with that, but PC's design doesn't really make it work very well, as we learned when trying to do that for the GT banner. It's a tricky thing to get right.
