First thing's first, you'll want to check out Jambo's thread about editing the pokedex, it identifies a lot of the pointers necessary to extend the kanto dex. The other ones are located in the old research and development thread, identified by myself and Diegoisawesome. Just search for my name in that one and they should come up.
And yes the table at 251FEE is the one that you'll need to do. From memory the actual Pokedex information (foot print, height, etc.) will still be that of the original Pokemon so you'll need to change that. By that I mean if you put Turtwig first, it will still probably have Bulbasaur's entry. So you just need to swap those around. The reason for that is that the dex slots aren't necessarily tied to the pokemon, but the table at 251FEE puts the pokemon's index number into the slots, which does mean they'll retain the numbers 01, 02, 03 even if its Turtwig, Grotle and Torterra. So for any pokemon that aren't in your hack just move them to the entries after your final one. So if you have 250. Just move any pokemon thats in the first 250 but not your regional dex to the corresponding slots of the pokemon you want in the regional dex but are outside of the 250. It requires a fair bit of shuffling but once you change all the limiters it should work perfectly. Someone may have mentioned a possible freeze that occurs if a Pokemon outside of the kanto dex learns a move as it evolves, though I haven't experienced it myself.
