Do they? I've never let any of them get away with it when I'm scored them on MAL if the plot has been awful. Although 12 episode anime are quite capable of delivering a solid plot if the writers aren't lazy/stupid about it - Yuki Yuna was amazing <3
24-26 episodes is the ideal length for an anime, I think. Anything longer needs to be split up into separate seasons~

12 episodes might have been just about enough, although I think a full 26 would have been better...12 episode anime often have pacing issues. I can only think of one or two offhand that don't, anyway. xD
