How should I play around with the EV's here. I know 243 speed is needed to outspeed T-tar, I can't really put too many speed ev's to make up for the 27 speed IV stat, since my defence IV is a bit low. Any ideas.

I got my hands on a good deoxys-s. Hasty nature, give me a good EV spread for it, or should I follow the smogon standard set?
