Togekiss is better since its immune to Ground moves like Earthquake so Garchomp really is up a creek without an Outrage. Its why if they ever remade Generation 4 that Togekiss would be an automatic given to anyone doing a run(and would make Cynthia's Togekiss... sweet mother of mercy....).
