Avatar seems male, as it appears to be a male character, but sometimes I'm wrong with anime characters,
The sig contains a full shot of the said character, showing he is in fact, male, making the sig a male one.

Frankly this could go either way, the sig/avatar are a matching set, so it's almost like 1 on 1 in my opinion. Could be a guy who likes how the guy looks/that show and think the name looked cool, or you could be a girl who liked a certain pokemon character and a certain attractive male.
