I never played BW1, only 2, so I don't really know what or who N is. Doesn't he have some weird powers or some sort of bond that makes Pokemon stronger or weaker?

So, this was my best guess.

Electric Surge(kind of obvious with Surge in the name). Ironic how Tapu Koko is the only Pokemon with that ability(would think Zapdos would be ideal for something like that).

Anyways... how about Candice
 
Oh gosh... I just realized after roughly a decade that his mask and trousers
drain inspiration from a swampert! xD

Hm... I'd say damp, considering his gym has so much water.
