I think not since Giovanny is Silver's father.
 
I am not trying to be cute here.. I seriously have always believed that Ash/Satoshi's father was that lousy Magikarp Salesman.

I highly doubt it. Unless Ash is a Silver incarnation (which he isn't) then there is no way that Giovanni is even related to Ash. At all. I believe Ash's father could be someone else or perhaps he no longer has a father...
