Apparently, there are now claims that after some translations, there is confirmation that both Ho-oh and Lugia can be found in each game. Might need a spot more confirmation however?
Getting both Ho-oh and Lugia in each of the 2 games was definitely expected anyway, like you got one at the begining of the game and you get to other by talking to the elder in Pewter when you get to Kanto which gives your Silver or Rainbow Wing, so i think it works the same way in these games, but the real question is , do u think celebi will obtainable without an event in the game?
As for Celebi, I doubt it'll be given freely into the game. More than likely it'll be held as an event through Wi-Fi or a game shop. The reason why is because if it was in the game, then we might have heard somethng about it already. I mean we've already got news on Arceus, Lugia, Ho-Oh, Jirachi, Kyogre, Groudon, Rayquaza, and even the Pichu event. So, I would think that if Celebi was to be given in the game without an event, then we might have gotten news on it already. Not to mention, it might have been noted on one fo the screenshots or scans we have now. Plus, holding Celebi as an event will only be a plus for GameFreak and Nintendo rather than giving it freely within the game.
