Thanks. I successfully installed the patch; however, I still don't see any option for changing the characteristic. Do I have to change the hex code instead?

I don't know much about PSS but I use the CFRU+DPE Base because it has many features that come with CFRU and that inserts the move with the new features

After applying the patch, you have to do the instructions in the DPE and CFRU repos and follow the required edits folder. The patch adds the item slots and the move slots and CFRU+DPE repos adds the data.

Oh, haha. Actually, basic CFRU already does that. I think the "Required Edits" confused you, making you think that the Leon Base adds this stuff, and you have to change the Engine for it to work. They are actually just steps made for compatibility from Leon to CFRU, and not CFRU to Leon. There is a difference. Leon's just add items.

Installation And Usage
Step 1:
Ensure that you are using the Fire Red 1636 Squirrels Version, and FR 1.0. For legal reasons, I
will not tell you where to obtain one. In fact, I am NOT telling you to obtain one at all! ;P
Step 2:
Navigate to the main folder, where you will find a very clearly marked UPS patch named DPE-CFRU ROM
Base. Open the NUPS Patcher tool found within the Tools folder.
Step 3:
Click "Apply a UPS Patch to a file". A new window will pop up. Under "File to Patch", select
the FR 1636 Squirrels 1.0 rom, and under "UPS Patch", select the patch. Under the "If File Is
Invalid" section, just select Ignore.
Step 4:
Select "Patch" and watch the tool work its magic. Congrats, you just installed the rom base!
Included Features:
The features included within this ROM Base are contained within the Details on Whats
Included text file. Additionally, within the Notes folder, these features are discussed in further
detail. In order to use this ROM Base with DPE and CFRU as intended, you must acquire the
repositories from Skeli's Github, and then follow the directions for EVERY file in the
REQUIRED EDITS FOLDER. Within the Required Edits Folder will not only be edits needed to
be made towards DPE and CFRU, but also an Optional Changes subfolder. Within that folder are
instructions and tips on how to customize DPE and CFRU files to your liking in order to use it
for your own ROM hack!

I tested Fire Red and Emerald USA v1.0, and both occurred this same error.
