Gyrados. It would use thunder wave, milotic would be immobilized, giving gyrados the advantage to use dragon dance and 1hko it. Or, if they are the same gender, just use earthquake over and over until milotic is DEAD, and milotic will be killed faster if gyrados is holding a choice band. Epic fail for milotic. Milotic's role in compeditive battling is a speacial wall or annoyer, not a physical wall.

Don't forget Marvel Scale! If Gyarados Thunder Waves Milotic, she gets a huge defense boost, making her nearly impossible for a Gyarados to kill.

MILOTIC CANNOT LEARN THUNDERBOLT!
Not to mention Gyarados can't learn Thunder Fang(Though it can learn Thunderbolt, but doesn't have the Special Attack to utilize it correctly).

Competitivley, 1 vs 1, Gyarados would win, hands down. The 4th Gen Metagame is more built for offensive Pokemon, and Gyarados is one of those Pokemon. And don't forget that Gyarados is OU and Milotic is UU.

Only n00bs use Attract, and not to mentions there's such thing as Female Gyarados and Male Milotic.

It would go something like this (we will eliminate genders for all practical reasons, or if you want to play the attract card, Gyarados is holding a lum berry causing it to be moot point)

Gyarados used Dragon Dance!

Gyarados's Attack rose!
Milotic used Reflect!
A barrier was formed!

Also: Milotic can't learn T-Bolt.

Several points about this.

1. Milotic can't learn Reflect
2. Milotic wouldn't use Light Screen on Gyarados.
3. Most Milotic don't use Ice Beam.
4. A Milotic in OU would have Hidden Power [Electric]
5. Milotic and Gyarados speed tie if they both have max speed.
6. Milotic OHKOs with Hidden Power [Electric]
7. +1 Stone Edge doesn't KO Milotic
8. Unboosted Stone Edge doesn't 2HKO Milotic
9. Milotic wins.
10. Because I'm OCD about stopping at 9.

Honestly, it's hard to chose.
Everyone thinks Milotic could just use Attract and it's game over.
But what if Gyarados and Milotic have the same gender?
Then it will not work obviously.
But due to the fact Gyarados has Electric based attacks when Milotic does not.
Gyarados is the winner, with horrible Sp. Attack or not.

So I might have to change to Milotic winning.

Gyrados. It has a lot of strong attacks, alongside speed, so the battle will end quickly.

If Milotic is the standard Bold max hp/max def with Hidden Power Electric it will always beat Gyrados 1vs1 outside of crits. If it lacks HP Electric, Gyarados sets up on and destroys it with Taunt.
