Learn until the ghostie gets access to Shadow Ball.
I think I've only seen the boost happen for me once or twice in all the times I used it. It's good enough to pick up, but not good enough to keep once better Ghost moves come along for the Pokemon that has it.

Grudge ?
 
Learn.
Victini's most consistent damage dealing move, however brings massive recoil damage.


Population Bomb !!
 
Forget.
Highly situational, plus the Pokémon who can learn it have access to better alternative.


Chatter ?
 
Enjoy using it early game, but sometimes I had also managed to use Outrage 5-6 times without getting hurt from confusion, so I might forget it later on
