Looking for a fan game/ rom hack that allows for a specific team

I am looking for a fan game or rom hack that allows these pokemon to be used in a playthrough at reasonable levels: Vikavolt, Grappaloct, Hydriegon, Mantine, Rhyperior, Aegislash

There are only two games that I know for sure I can have these pokemon at reasonable times, and have at least one of the base forms within the first few routes, but both have flaws. The first is radical red, but I can only get grubbin, and there is no way i could even gt past falkner with only a grubbin. The other is pokemon sword, but rhyperior is a trade evolution, and I don't want to deal with that. I could try the gba pokemon sword hack, but there are other issues with that.

I don't know exactly what you mean by "reasonable levels". In Island you can have all. Honedge is in a high level (50), but you can choose it as starter. To do this, select Solo Mode in Challenge Mode, then disable the mode when the game starts.

Sorry, seems like fun, but it doesn't seem structured like a typical pokemon playthough, which isn't what I'm looking for

Well, most of your desired team isn't your usual early game material. You want Grapploct, so your best bet is search for rom hacks that include gen 8 Pokémon and read their documentation.

According to the documentation it seems that you can obtain all those Pokémon at some point before the Elite Four.

Grubbin: Route 31
Clobbopus: Goldenrod trade
Honedge: Burned Tower
Mantine: Route 41
Rhyhorn: Safari Zone / Phoenix Hideout (Rhyperior doesn't require trading)
Deino: Phoenix Hideout

This rom hack doesn't have level cap, so you can overlevel with the PokéCenter nurse if you want. Which you'll probably have to so you can at least have a level 20 Charjabug, otherwise Falkner might be impossible with just Grubbin.
