Yeah... Just from the little bit I know about game creation, it seems like a really hard task to pull off...

If by "they" you mean Game Freak, yeah, no way. They already have their 'UK' region, and that's Galar. The best chance you have on that front is to either make friends with someone who's already made a game or two before who'd be willing to help you out with yours, or commission a ROM hack/Fangame dev to help you out...
