I never found any of them good at all. Legendaries, high base stats, but i use a high specific base stat to down any of them by taking advantage of their weaknessess is good enough.

I really think Ho-oh and the Dawgs are awesomer. Because at least THEY live an awesome life and are cool to see. I don't think seeing a few birds doing nothing in a few mountains would be fun to see :\.
 
lugia is the one i like, because he's my first pokemon that i caught a legendary pokemon on silver
 
I like a lot Water/Ice PKM!
But I choosed Ho-oH because it's simply gorgeous, so mystic and so powerful too...
I'm not in love with him! XD

Well I would chose them too.Replace Dogs with Birds and it'll be for me!
 
Lugia is one of the greatest Pokemon of all time. That's all I need to say.

Plus, I never really liked the look of Ho-oh.

For the legendary birds, I'd say Zapdos, and I'd say Entei for the legendary beasts.

Overall, I'd say the legenday birds are much better.
 
Lugia's awesome. He looks awesome, he's powerful, he's huge, he's a legendary, and to cap all of that off, he has one of the coolest roles ever in a Pokémon movie.
