I've played all pokemon gba, but didn't watch a lot of the pokemon series/movies. So pardon my lack of knowledge regarding pokemon region.

Beta 11 e is 100% completed right? and this beta 13 differences is better graphic? I would love to play beta 11e while waiting for the full release of beta 13, if only beta 11 e is at least 90-95% completed.

Beta 11e is not 100% complete. The kanto region and orange archipelago are complete, along with the sevii islands, and there were some minor arcs involving hoopa and deoxys, etc(don't remember). However the orre ,decolore, johto, Hoenn, nanomi regions are not there in 11e
Beta 13 is a complete reboot of beta 11, and not just the graphics is different, many bonus chapters, event poke,scripting changes and the like.
Whether you'd like to play beta 11 is up to you, it's pretty fun but there are a no of bugs in it, it's gameplay is extensive even tho it's incomplete

Each beta will have a new region added, it's probably going to take a few years for everything to be done, but yes, part 2 will have Kanto completed

You can only play with Blue in some parts of the game. Right now, there's only one of her Tales, which are the playable segments in which you'll use other characters than Red.

I played like the first few chapters and after finishing the chapter where you find bulbasaur in the gym my pokemon stopped following me around when walking.Is that intended or a bug?

-Defeat the trainers in Route 29
-Grind for the Beta 13 Part 2
-Catch the pokémon that you haven't caught yet.
-Revisit Kanto now that you have Cut and Surf.
-Get all the TMs that you haven't obtained yet.
-Complete the available Side Quests that you might have missed.

3) Apply "FIX FIX FIX.ups" over the patched ROM.
4) Apply "WTF More Glitch.ups" over the patched ROM.
5) Enjoy.
If you're using a savefile from the Beta 13 Patch 1, 2 or 3, it is highly suggested to start a new savefile.

Think he's talking about the rtc patch for mgba. Shouldn't it be applied to the patched beta 13 file

Not me. Checked my save file and seems I was mistaken. However check page 302 on this thread
