Crystal hack: Pokemon Crystal Ultimate

Love the game, it's not your regular pokemon crystal.
But i have a quick question about the trade evolutions, how can you obtain them?
Is it changed to a level requirement or with an item, or is there an NPC that does that?

Can you please generate a sym file please? Most of us are having major difficulty creating one and it would really help us if you can. Thank you!
