This looks really good. I actually am doing a hack in my free time atm that may feature Silver. xD. But I love the fact I've finally seen a hack using him as a playable character.
I think you should just make him get Totodile. It seems fitting for him and will allow you to script the beginning in less time, imo.
I'm really sick of Kyledove DP tiles, tbh, but I don't mind them too much. The map of New Bark looks good and spacious. The original map was kinda cramped, and even Game Freak isn't using exact maps in HGSS.

Well I had this thought of putting SOME pokemon overworld sprites in such as Stantler,Spearow etc. y'know, roaming pokemon which will be located on routes and sometimes will engage you in battle if you talk to them, so like wild pokemon but you interact with them, only a few though (1-10?)

Note, the wild Pokemon will still be there but this is just a touch of originality I thought I may add, tell me what you think.
