In Platinum, they are found at Fuego Ironworks. In case you don't already know, you reach it by surfing along the stream on Route 205.

You need to go inside of his house that he's standing next to, and talk to his son first. His son is in the bed.

Do you mean the types of Stars and various things you can add to it? I'm not sure what you mean by "level up."

I'm pretty sure the Protector is located on Route 228 (There are actually TWO Protectors in Platinum, both found on the same route), though Rhydon and Rhyhorn themselves can't be found holding the item.
 
Yes i beat Cynthia (Champion)
Got the National Dex from rowan and Proffesor Oak
Beat Flint and Volknar at the Battle arena place
I talk to the sailor who takes you to Iron Island and thats the only choice IRON ISLAND

The INN isn't affiliated with Cresselia. That's another event, but around the same person. You're thinking about a different Pokemon.
 
Is there a way to go back and then come back to rai?
I didnt come prepared with Dusk Balls
 
If you defeat him then yes, you can come back to his island prepared.
 
Basically, if you don't catch it (run or KO it), you can do the event again. Either go back to the inn, or speak with the sailor. If you want to SR Darkrai, the sailor's better, since you don't have to watch the waking up scene each time.
 
Okay so how do you get blissey to learn wish without useing AR/hacks of any sort...
i'm sure it is an awnser everybody knows, but PLEASE awnser it ASAP!

Blissey with Wish was a promotional ONLY Pokemon. Blissey cannot learn Wish and those that have it were either (1) from the former New York City Pokemon Center or (2) hacked or cloned.

yeah, i JUST found that out too...
lame, there goes my none hacked team, i kinda gotta now.

and im assuming there are VERY few NOT hacked wish blissey?

also if you have the event wish blissey can you breed it so the offspring has wish as well?

Wish is not a TM or HM move, so it will not be passed down when breeded.
In addition, all Blissey are female and moves can only be inherited from males.
