Is Focus Punch a priority move?

This should answer your question more thoroughly as it shows all moves that contain a priority value.

Focus Punch is strange because the initial message of the charging up stage appears first (not sure what priority it has, but it's probably above everything else), and then it'll receive negative priority for the actual attack.

Clearly you continued to read past SD Empoleon since you said that Toxic is better than T-Wave. But thanks, I just wanted to use the SD Emp because it seemed pretty fun to use.

yes it will. I somethimes think the character limit is dumb because of these type of answers, but anyway yes.

FreakyLocz14: Forry and Skarm is kinda meh on any team. Aero is bad on Stall teams as it is a Suicide lead and Stall teams like bulky reliable leads.

Ryu-Kun: They share a Grass weakness, so they aren't really good. Golduck is really bad in OU.

If you're changing the set for Swords Dance, just use Life Orb > Choice Band and SD > Waterfall.

I know that most of them are likely outclassed as a lead by Deoxys-S,, but there's species clause and Deoxys-A is an excellent revenge killer.

I'd recommend the followiing Feraligatr set

Feraligatr @ Leftovers / Life Orb / Salac Berry
252 Atk, 252 Spd
Jolly nature
-Waterfall
-Earthquake
-Ice Punch
-Sword Dance

If you don't like SD or think Life Orb already does good and SD isn't needed, Rock Slide is an excellent option.
