There are already quite a few hacking contests out there right now. Every month (starting on the 10th day), the HotM begins taking votes. There's also HotY which starts late in the year and results are shown early into the next year. I actually talked to DrFuji about creating a ROM hacking contest that consisted of a few prizes, such as:There should be a kind of hacking-contest here, because there are many new and motivated users which might find good partners and friends.

The thing is, the already existing contests kinda give the same things for winning. Also, I'm still not sure of an effective way to set up a contest that people will enter and stay committed to (I mean, unless there was some sort of money prize in there, but you know...). Another thing to note is that with HotM and HotY, people don't have to go out of their way to make a hack specifically for the contest: they just get nominated and entered if others think their hack is good/enjoyable/fun.
EDIT: I'd also throw in that if PC has too many ROM hacking contests, I think the quality of the hacks and the interest in the contest as a whole might plummet. Right now, whenever something like HotY comes around, I can tell that people actually get genuinely excited for the big revealing of who's involved. If we cluttered the place with these contests, the "Hall of Fame" thread and basically the overall satisfaction of participating or winning one of these contests would drop greatly.
