They're the only ones who haven't posted at all this phase. Everyone else has at least posted to say what their path did, or to abstain. At least, I think I counted right.

No, they chose different paths, plus the phase post said only one tribute was unable to speak. One is silenced, the other is just hiding. Unless one of the hidden mafia roles can silence as well, but I don't remember anyone being silenced D1.
