They ARE unfair. Seriously, most of the rules are stupid and pointless. If they got rid of the low limits on who could claim the same thing, then it'd be fair. Seriously. Of course it's fine to require that you be active, but because the thread operators are far too lazy to establish an authentication mechanism for activity and the staff wont officially 'sanction' the system and help by offering operational manpower or verification mechanisms like perhaps breaking down the threads into subforums where threads for individual characters, songs and such could be posted in...that'd make tracking who is active much easier...because of postdates. You could set a firm 3 month limit for the claims...and set a high limit like 50-100 per claimable person/song/whatever. When the number of claims are reached for that thing, the thread is closed out and the timer starts...after the set claim time, the old thread is moved into an archive or is otherwise disregarded and then people have to repost to get on the new list. Now THAT would be fair.
Reclaim periods need not be at whim of the creator/operator/mods. They need to be ESTABLISHED, and REGULAR periods of time like...monthly, or bi-monthly depending on demand. Limits on an individual claimable may vary depending on it's demand...the limit can be raised until it no longer fills up by the cutoff or fills up on or a day before a cutoff date.
