Well, GymLeaderWhitney, I'd say that Pikachu is sad, because I'm pretty sure that pic's from the second season episode "Navel Maneuvers".

Anyway, the reason it's sad is because Pikachu's worried that Ash will get cold, since he gave Pikachu his jacket.
